Is saving a website by clicking file, save as
is that illegal?

will I be sued and charged?
or..
will I be imprisoned if i do that?

No - you can bookmark or save a website.
Since most people with websites want you to find your way back to them, I can't see that this would be a problem.

It would only be a problem if you use any of the content on a website for personal gain. The website is there for you do view and interact with. They certainly want you to be able to save or bookmark the address and comeback. The number of hits or people that view a website is kind of a measure of how successful a website is. Any advertising or sponsors also would certainly like it if you saved the website and came back, then more likely you are to click on their link. Like I said, don't use any of the content or HTML code for your personal gain, that is stealing.

ANY ABUSE CAN BE CHARGED AS YOUR WEB SITE AND AN FCC VIOLATION.
