Windex (or any other glass cleaner) and a paper towel will do the trick.

But you really should invest in a bottle of lens cleaner and some lens tissues.

Listen to Gerry297.

I use both Pentax and PhotoSilk lens cleaning cloths with excellent results. In 36 years of cleaning filters and lenses I've never used any liquid on a coated lens or filter. As Gerry suggested, breathe on the filter and the slight amount of condensation should do the trick.

The only time I've used any liquid was on an uncoated Skylight 1A filter. I was experimenting by applying a thin film of Vaseline to the filter and the only way to remove it was with a little dishwashing liquid and warm water. Since it was an uncoated filter I knew it wouldn't damage it.

Aren't you glad the smudge is on a cheap filter instead of the front element of your expensive lens? Now you know first-hand why I always suggest a UV filter for every lens you own.

You should never use a paper towel or windex on a lens or lens filter....ever. You should purchase a microfiber cloth such as:
http://www.kinetronics.com/cgi-local/SoftCart.100.exe/online-store/scstore/tiger.html?L+scstore+ddwd7297ffd46fd4+1204894567
or
http://www.bhphotovideo.com/c/product/446578-REG/Carson_SN50_Stuff_it_Microfiber_Lens_Cloth.html

Lens cleaning fluid should only be used as a last resort. A simple puff of your warm moist breath will sufficiently moisten the lens or filter surface to remove most smears or fingerprints. Use the microfiber cloth and gently buff the surface using a small circular pattern. If the smudge is still present, continue the process listed above until clear. Each time you perform this method, move to a different area of the microfiber cloth that is dry. Using the above stated method will minimize or prevent the removal of the anti-glare coating that is imbedded on the surface of lenses and filters.
