Well, there is this guy, who was in my 8th grade class and I was pretty good friends with. (Just saying "hi" and "bye" along with the casual conversation) The thing is that he was not my type, and I was madly crushing on another guy; so at graduation when he confessed to me, I turned him down.
He was a good guy with a nice personality. He was funny and popular with everyone; girls, guys, teachers, etc. But I was too into the other guy, unfortunately. I told him, "I'll see in a couple years, who knows, maybe if you score the top average", very off-handedly as a joke, so I would let him down nicely. He took it very nicely too. But when we entered high school, grade 9, he transferred on purpose and I always thought it was to get back at me.
But 2 years after graduation, 10th grade, yesterday, he came back. It was so sudden, I completely forgot how to breathe. He even showed me his average, 98.6%, and asked me out again. I can't tell him I was joking 2 yrs ago.
What can I say?

all because of you.
and tell him how you really feel.
if you don't like him. then tell him.
he sounds like a good guy.

dont base your decision on feeling bad for him. you might feel bad for turning him down but if you dont, it will be leading him on and thats worse. i dont understand that if he already had this conversation with you.. how would you have time to get on here and ask for our opinions. did you just tell him that you would get back to him on that lol? anyways. if he's really sensitive, it could back fire on you for being completely honest with him about how it was a joke and you had no intention on giving him a second chance. i was really honest to a guy about not liking him and i still get dirty looks in the halls from his friends that i dont even know, and so many rumors have been spread about me. lol seriously worst thing i did ever, if he's strong it probably wont happen like that. but yeh if you dont like him, dont lead him on.. it will only get harder to tell him you dont like him. just politely say that you dont think it would work out between the two of you or that you dont think of him like that

I'm not sure if I misunderstood the question or not. But sounds like you like him right? If you like well all you have to do is say yes. People (Guys) Can really change. It takes time and effort but yes they can. I've seen it.
If you don't like him, just say that your not trying to have a boyfriend or date right now. (If you say that DON'T go with another guy because then you look like a liar. Just wait a bit)

Look if he was in love with you then i guess he will never give up until he have you in his life.You have this chance take it but do not break his heart his intentions might be good.
