I think it's just there to keep water from running into the flag pole. You know, to close it. And I guess the ball is decorative, rather than just being flat. Like they always put balls on the tops of chain-link fence posts too.

by way of fact like monkeys, us individuals are attractred to wonderful gadgets. putting this ball on the precise of the flagpole attracts greater human beings amd makes them prefer to salute and/or unexpectedly sing the national anthem!
