In the universe of un-imaginable vastness, where the number of galaxies are said to be much more than the number every sand in every beaches in the world, could there be another civilization.

Is there a hint on this in the Bible or in the Qur'an?

Could there be another civilization? This depends on what values you choose to use in the Drake equation:

RS is the average rate of star formation in our galaxy
fp is the fraction of those stars that have planets
ne is the average number of planets that can potentially support life per star that has planets
fL is the fraction of the above that actually go on to develop life at some point
fI is the fraction of the above that actually go on to develop intelligent life
fC is the fraction of civilizations that develop a technology that releases detectable signs of their existence into space
L is the length of time such civilizations release detectable signals into space.

Suitably chosen values will lead to either civilizations sprinkled widely; or no civilization other than our own.

RS is know with high confidence, and there is increasing confidence about fp. ne doesn't seem at the moment to be a pure guess, but the other values certainly are.

I'm not sure if this is mentioned in the Bible or Koran, but I certainly believe that Earth is not the only planet in the Universe where there is life. I believe ther are other lifeforms in the cosmos and some have civilizations. I believe God also created them, too.

According to the Bible, languages developed overnight and the Sun goes around the earth.

It cannot be an authority on the universe.

As for the Quran, Muslims insist that it cannot be translated, so how the heck can it be universal?

With all the galaxies, with all the stars in them, the chances that we are the the only living things in the universe are incredibly small, but the bible says (and don't quote me directly on this) that we are the only intelligent beings.

No...the Bible only speaks of creating man here on earth. The rest of the universe is a testament to His power and Glory. We are His special creation.

It's mathematically impossible for trillions of planets in trillions of galaxies to not contain many, many civilizations.

If you want real answers to questions such as this, look to science. Ancient books written by desert Bedouin have nothing useful to offer.
