im a vet from afghanistan, last year was the highest suicide rate from redeployed soldiers, i dont think there is a specific percent out, im sure its less than 1%, but it is rising, there was something like 99 suicides last year from military deployed soldiers. I did not find credible data for your specific question. The link provides a DOD chart from 1980 to 2/07. It shows total military deaths and the type by a percentage.
I found this a few months ago. What is interesting is that the highest self inflicted rates were during Pres. Clinton's 1st term. As little was going on then it would not be possible to blame him.

It's sure to be higher in years that war protestors are more active.
It's fairly certain that it is less than the civilian population of the same age group.

Whichis about half the rate for similary aged civilans.
The rate tends to be pretty constanas well, wth no meaningful increase or decline for peacetime or wartime.
