It is more a matter of cost. They don't really have any upkeep requirement. It is cheaper not to install the ducting required for the individual vents above each seat. I do prefer having them myself. A little more personal comfort.

gasper vent are not required on aircraft, and they are not standard, because of money, cost for materials and man hours for installation.

You mean 'gasper vents'? The individual passanger ventilation jets that they can switch on or off?

I noticed some aircraft don't have them but I have no idea why. I like having air flow myself.

It all boils down to cost and up keep. There is alot involved to those little vents
