Last week at states I ran a 20:22, but today at New Englands I ran a 21:25. The course was muddy and difficult and the weather was all of a whopping 20 degrees, but those things STILL doesn't seem like they were significant enough to make me run that crappy! A girl did fall right in front of me after about 200 meters and I think that might have messed with my stride, but could that really have that big an effect?

Lots of things can cause bad days. You have listed many for this race.
Some days we just don't run well, and for no good reason.
Once you begin to run poorly it can often multiply because running is more mental that physical.
As you gain more experience you will learn to control your emotions and run better.

You listed a lot of conditions working against you. When you put them all together, it's possible that they could have caused it. However, you also could have been just having a bad race. I know my race times fluctuate between different courses. It probably depends on how consistant your running is and what type of conditions you're used to.

One race does not a running career make. Shake it off and realize that you're going to have a bad day once in a while. That's because we're human and elements affect us.

sometimes things can be mental:

mental preparation is key
getting passed a lot in a race can kill you morale

or, ocasionally, you will just have a bad race
