It's part of the actual hazard switch. The switch and flasher for both are one part in all GM stuff now.

The turn signal flasher on your Park Avenue is under the dash to the right of the steering column by the hazard flasher. If your turn signal flasher is inaporative, turn on your hazards and remove the knee kick panel, follow the sound of your hazard flasher(clicking) and locate the close by turn signal flasher.
