Spikes no. Barbs, yes.
They are very small at the tip of the penis and they do not shoot out they are always there. The barbs stimulate the female to ovulate during mating since the only time female cats ovulate is during mating.
They don't really scream. More like yowl. It is the same type of yowling heard when she goes into heat.
Sorry don't have a site to give you for reference. You can take my word for it. I have seen the barbs and had to study feline anatomy, physiology and reproduction.

I only ever seen it once on one of my male cats years after he had the operation. it scared the hell out of when i saw it. I thought he was sick. but had been told the same thing In the Red dwarf books it's a comedy so didn't think it meant anything. I hope that answers your question. its like curved hook very small.

The male cat's penis has spines which point backwards. Upon withdrawal of the penis, the spines rake the walls of the female's vagina, which may cause ovulation. Because this does not always occur, females are rarely impregnated by the first male with which they mate. Furthermore, cats are superfecund; that is, a female may mate with more than one male when she is in heat, meaning different kittens in a litter may have different fathers.

Yes, it is true. They have barbed-like spikes that are possibly there to stimulate ovulation, but yes, it is true.
