i have an internet connection that sometimes downloads things at 0.6mbytes/sec my questions is how to i get my computer to download all things at that speed and not just sometimes without professional help?

It's also likely that the place you're downloading from has a horrible upload rate; which means even with the fastest connection depends on where you download from, or some websites (servers) may be very slow.

Do an online speed test to be sure that it isn't your connection;
http://www.speakeasy.net/speedtest/ is a great site to test your speed.

You can also call your ISP and ask them if they are having any issues with their service that your speed is decreasing constantly.

Realistically, you can't. The speed on your end is not the only factor. Most download servers have a cap on their upload speeds, and then the distance between your location and theirs will affect bandwidth speed as well.
Best thing you can do is try a download accelerator. It basically starts multiple downloads of the same file, allowing you to download the file faster. However, a lot of places don't allow the use of them.

data transfer such as download or file swapping is based on several things.... your connection type/speed (modem,DSL, dial up,etc) and the speed of the server/computer you are connected to(speed of network card/adapter). Transfer speeds vary based on these types of things. There is no real way to make it all consistent when there are so many different types of equipment available

If you're using dialup there's not much you can do for yourself except free up your memory as much as possible -- close any open programs, including wallpaper and screensavers. (Leave antivirus on.) Dialup is by nature slow as molasses, which is why I switched to cable.
