They are usually a standard round with a solid shot, no powder and an empty primer. They are usually painted to identify them as dummy or drill/practice as the military would have it. Sometimes they also drill a hole in the case so that it can be verified to be empty.
Some are machined from solid. Some are even instrumente. We made some that logged temperature to check that the ammo didn't get to hot in an aircraft canon during supersonic flight and firing.

Chris H has got it right. Some "dummy" or inert rounds have "flutes" in the side of their cases to make it very obvious they're not live rounds.
However, there is a thing called a "dumdum" bullet that is banned by the Geneva Conventions -- they were a soft lead bullet that easily expanded and caused severe wounds. the ban has been extended to include "hollow point" and "soft point" rounds in all military weapons..

I think there may be some confusion between "dummy round" and "blank"
I believe a dummy round contains no powder or primer, and will have at least a simulated slug.

If there a bullet in the mouth of the case and a live primer in the base of the cartridge, I would assume that the stuff inside is gun powder. Thatr is the safest assumption that you can make. If you know anyone who reloads ammo, take the round to him and have him safely pull the bullet and rem,ove whatever is inside. He can then replace the bullet so that it looks like it has never been removed. Whatever you do, do not assume it is a blank and shoot it where it could hit someone if it happens to be a live round.
