besides training which requires a lot of time and involvement on your part, you dont have too many options besides keeping the dog indoors. i wouldnt put one on my dog, but i have some friends who's dog barked incessantly and they resorted to a shock collar. the collar gives the dog an electric shock when the dog barks. the more barking the more shocking... eventually the dog learns not to bark at everything it sees. in my opinion that crushes the dogs spirit, but some dog handlers and trainiers use the shock collar to train working dogs. like guard dogs and sentry dogs. its probably more human than the next alternative that i wouldnt ever do, but is a last resort is to have your vet perform a larynecotomy, where they cut the dogs voice box.

If you don't want to bother with any training, get a Citronella or Electric Bark collar that either sprays the dog with Citronella (dogs don't like the smell) or gives them a small shock when they bark. If you are willing to spend more time on it, take your dog to a trainer and they will instruct you on how to best react when your dog barks. A sharp "Hush!" and leash correction will let the dog know you don't want it to bark, and reward it when it sees something outside and doesn't bark.
A note on electric, or shock, collars: they aren't as painful as falling on an electric fence and it can be set so the dog receives a stimulation similar to a static shock (like when you scuff across a rug and touch a doorknob) but if the dog barks through it, it may need a higher setting.

I have a neighbor with a damn barking dog! She went a bought a bark stopper. Its a collar that shocks the dog if ever she barks, she wore it for awhile and it taught her cause now even without it she keeps her voice down.
