I'm currently a student who does not get much sleep at night and have a terrible habit of not getting up to pray Fajir that I am trying to change. I also feel bad waking up my roommate so early in the morning.

Is it permissible to pray Qada for Fajir when I wake up, or is there no good reason for Qada? If so, can I pray Qada before I pray Duhur or is it too late?

My brother, I ask you to reconsider the reason why you pray. When a Muslim feels that salah (namaz, prayer) is a burden or something like that, then he/she should rethink and renew his/her eman. We should all live to worship Allah, and then after, do eerything else (bea student, doctor, etc).

To answer you question, we have to know what are the rules that would allow a qada (Qada (or qadaa') is an Arabic word means to make up, qada yaqdi, qadaa') and not make missing the salah a Major sin--kabeerah--(be it fajr prayer, or any other prayer that a person might be sleeping during--such as working third shift or so on). First, you need to have the intention to wake up (be sincere because Allah knows what's in the heart). Second, need to eat at least 2-3 hours before sleep. Third, allow to let your body rest enough to be able to wake up; meaning, sleep early enough. Finally, find a way to wake up if you don'y wake up by yourself (ask a brother to call you, family, alarm, etc). After consider all of these, if you still miss a prayer, then it's okay. Otherwise, it's a major sin and you need to repent. A muslim should make up the salah as soon as you can and shouldn't delay it until the next prayer.

I would feel bad for myself before feeling bad for my roommate. Not waking up throws me in Hellfire (A'oothu bi'llah), but when the roommate wakes up.... oh well, I hope it helps him consider Islam.

I ask Allah to provide us with the eman He SWT approves and makes pleasing Him our only pleasure, and disobeying Him worse to our hearts than being thrown in Hellfire. May Allah accept our deeds and correct us if we fail or go astray. And Allah knows best...

I have no idea what Qada is. This is not an arabic word. Could you explain what you mean...
My understanding is that even if you miss a prayer you should make it up as soon as possible.

Qadaa' Al salaah. You should make it up later..

You should pray in a mosque and on time.
And pray to Allah that he may make you sleep at night.
