I marinated some tri tip in a marinade for like 5 hours. Is it ok
if I bring the marinade up to a boil after the meat has marinated to serve as a au jus type of sauce? Is this safe?

It's fine to do that. You could add a little butter to help soften the intense flavor and make it taste richer.

For beef, like in your case, you can boil/reduce the marinade to make a sauce or gravy out of. Just as long as it boils vigorously for at least 15 seconds, to kill any pathogens. Remember, though, that a marinade is usually very strongly flavored; reducing it will just concentrate the flavors even more, so you might want to dilute it with water so it won't be overpowering.

BTW, if the marinade was used for non-red meat (chicken, fish, pork) I would NOT suggest re-using it for a sauce. If you intend to do that, make an extra "side" amount of the marinade, which you don't soak the raw food in.

I wouldn't recommend it. Not because it isn't safe, but because marinades generally contain a lot of oil and an acid, which wouldn't make a very good sauce. It all depends on what you put in your marinade.

Note: Raw meat juices "bleed" into marinades. I wouldn't want to eat a sauce made out of this.

i would bring to a boil. then reduce. then "deglaze" with a white wine. I would use white in this instance because a beef marinade is usually very strong in flavor and a white will even out the flavor. a red would just turn your sauce into a mac truck! reduce further and if you want, take off heat and add some unsalted butter to thicken.

Yes, most marinades are pretty strong to allow whatever is being marinated to absorb as much flavor as possible, you may want to water it down a bit, because the more you reduce it the stronger the flavor.

Yes, it hasn't been out long, and boiling will kill any bacteria that may have been present in the marinade.
