GarageBand is a Mac program, so to run it in Windows you need a Mac emulator such as SoftMac or PearPC.

I've been looking for a Windows GarageBand alternative too. The best choices so far that I've tried are MixCraft 3.0 and Sony Acid Music Studio 7.

MixCraft is really easy to use and does loops well. It can record off of your microphone input. It doesn't do MIDI.

Sony Acid Music Studio has a slightly more complex interface, but it seems to do more. It supports MIDI as well as loops and microphone input.

Both products can be tried with trial downloads. They both cost around $50. Sony Acid Music Studio 7 has been going on sale recently, so you might be able to find a good deal.
