Sounds like you deleted it improperly. If you didn't use the uninstall feature then you only partially deleted office. Windows installer lets you put in a cd to find the components that were deleted and replace them.
If that doesn't work, you can try running the un-install tool to cleanly clear out office then reinstall it with the disk.

Click start then run, type msconfig then press enter and click on the startup tab.
See if you have these processes listed "issch" and "isuspm". If so, uncheck them, click apply and restart the computer.
If you then get a message "You have used the system configuration utility to makes changes to the way Windows starts. The scu is currently in diagnostic or selective startup mode, causing this message to be displayed and the utility to run every time Windows starts. Choose the normal startup on general tab to start Windows normally and undo the changes you made using the scu."
Do this:Go back to msconfig and under the General tab choose Selective Startup, click apply and you will need to restart.
You will get a similar box after you restart but it has a checkbox that say's something like "Don't show this message or launch the SCU when windows starts up", just check it. See if that works for you.
This should take care of your Installer issue. I would run a an Anti-virus program if this works. Once that is cleared up, hopefully everything will work and you can get your office back-don't worry. I don't believe the two issues are related

Do you have more than one restore point? You might want to try restoring to another point in time.
If not, I assume you have a licensed copy of Office and can thus reinstall from the CDs.
If not, and your stuck, then you could always just install the free OpenOffice software from Sun.

If you own a legal copy, un-install it, then re-install it.
If you DON'T own a legal copy:
Try the free, and M$-Office compatible, Open Office instead, from:
Included: Writer (like Word), Calc (Excel), Impress (PowerPoint), Base (Access), Draw (M$-Paint) and Math
Just make sure that if you want others to be able to view the documents using M$-Office Word, for example, save them using "Save as..." in .doc format, instead of the default .odt format.
Or, you can use the built-in PDF creation feature.
