Are you active duty still? There is no such thing as an RE2. Just RE1, RE1A, RE3x or RE4. If you are currently on active duty you need to go talk to an NC. You will need to put in a package for Seaman to Admiral for a program you are eligible for. If you are out of the Navy your prior service time can help you and hurt you. Go talk to an officer recruiter and bring your 2 copies of your DD214 with you. You haven't given enough information for me to help you anymore than I have.

one does NOT enlist for OCS. One is accepted for a Commission if one meets are the criteria. .
depends on the characterization whether or not you would be allowed to seek a commission. but my guess is.. a GUH is not going to bode well for you at all.
