Yes it is. Even though both USA and Canada are in North America, Canada is still it's own country, and considered international.

Yes. If you are traveling by air (and maybe ship, I can't remember, sorry) you will need a passport to enter either country, though land border crossings do not as yet require it.

The date keeps changing for needing passports to travel by land. It was supposed to be Jan 2008, then got moved to July 2008, and now, last I heard, they are still talking about it.

In any event, if you are not a citizen of either country, and even if you are, it's a good idea to have a passport or at least several pieces of photos ID to drive/walk across.
