Is it true that nobody can use torrent downloads in Canada?
if true why so ?

The use of Bit Torrent and most other Peer to Peer programs for legal purposes, isn't banned anywhere in the world, that I know of.
What people us it for, is a whole other issue.
When used for downloading AND / OR sharing copyrighted songs, software and videos, etc., that is illegal, immoral and unethical in most countries.
And here's the best part: If the authorities don't get ya first, the malware will!!!

no - some ISP's throttle encrypted traffic which slows downloads / uploads drastically.
