Allah.
Others are just dreaming that Allah delegated authority to them.

I suppose it usually *appears* that a hijab wearing Muslimah is more pious though it isn't truly evidence to a woman's heart, mind, soul, and faith.
I personally would assume the woman was pious because I likely would know no different and I think it is best to assume the piety of an individual~hijab or not.

I agree with Muslimah. But also in my experience I met women who hijab and cause mischief, gossip etc. and they know it's wrong. So I think just because one wears the hijab it doesn’t necessarily mean she is pious at all, just as that veil covers her hair it also covers her heart covering the purpose behind the hijab. Don't get me wrong when I see a women with the hijab I don't automatically thing she is bad, I always give people the benefit of the doubt. I never treat the next person according to the last. Only Allah knows what’s in our hearts, and only he can guide us.

Allah(SWT) is and will be the judge for all man kind.
We have been told what is pious and not..
Here is an example of a hadith...
Bukhari Vol1, book8, Hadith 372
"The Prophet was given a silken Farruj as a present. He wore it while praying. When he finished prayer, he took it off violently as if with a strong aversion to it and said, "It is not the dress of Allah-fearing PIOUS people."
Islam is a simple religion and we have been told and shown how to be Pious, it is up to us as individuals to follow the Quran and the Sunnah. Our sins are our own, we will be held responsible.

The flaw in this question is that it judges "the hijab" according to the hearts of the women who wear it or those who don't. The one who decides is Allah, and that's obvious... but then again, that's why Allah ordered women to wear hijab. Allah says (in meaning) "the dress of Taqwa, that's better" and in many places in the Qur'an Allah orders women (AND men) to wear proper clothing and cover their Awrah ( could be translated as "naked-ness"), and the hijab for women is an example. Thus, if this question aims to say that a woman who does not wear hijab is not neccessarily bad (or that who wear is not neccessarily good), then the whole logic of the question fails since we talk about an order by Allah, not a person and his/her manners and/or heart.
So, generally, assuming that the woman is wearing the hijab willingly, that woman is more pious yes. Pious means Taqwa, and taqwa means seeking shelter (with Allah--by following the path, or Al Siraat Al Mustaqeem) from Allah's anger. It could be in 2 ways: either disobeying Him by doing that what's not acceptable, or disobeying Him by NOT doing that what is ordered. So, who wears a hijab does what she was ordered to do, and does it willingly for Allah, not to please husband or family, then that's more Taqwa... more pious.

Depends.
If wearing a hijab doesn't change anything, then that's the same as not wearing.
But mostly, women who wear hijab are the pious among the women.
We do not have the right to judge people if he/she is going to Hell or not.
Allah S.W.T decides, not us.
May Allah S.W.T guide us all.

I'm not sure about more pious but certainly in my opinion she is more admirable for wearing the complete hijab(head and body covering). Even Niqabis are more admirable because there are many Muslimah who don't wear Niqab when going outside and they have the worst of the teasing and harassment for dressing like crows all covered up in black so that nothing is seen but their eyes and sometimes not even their eyes. I think Niqabi women are very brave for following the ways of the wives of Muhammad(PBUH*) and will get more good points and more reward because they are following the Prophet's(PBUH*) wives example and being just like them.

People answering this question like it is OK for women to not wear a hijab. they are saying deeds by intention!!! lol. Muslim women should wear hijab. woman without a hijab like she is naked. Hijab for NON ARABS means to cover your body"not only your head" and you can show your face and your hands nothing else. in the Quran you should cover your whole body except your eyes. if a woman praying all the time and fasting many days a month and she is not wearing hijab she will go directly to hell.

Depends on the intention, if the intention is only for Allah, then yes it could be
but since we never know what's in someone's heart, we don't have any rights to judge who's more and who's less pious.

Not necessary............it can be opposite.........Its only Allah who can decide.
Haven't u heard that some Sahaba told Hazrat Muhammad(PBUH) that there's a prostitute who just offers faraiz( i.e..salat and fasting)..........but she has very good manners and take good care of her neighbours. And theirs a women who is very good in offering faraiz and nawafil...........but she don't have such good manners........and she is harsh to her neighbors.
Then Hazrat Muhammad (PBUH) said that the prostitute will go to junnah for her good manners............and for being kind to neighbors.
....(.......errors and omissions accepted........as I'm not such good translator......)
So by this we can see that its actually how u behave to others which manners................no matter how covered u are......if u don't treat othe people kindly............Allah is to decide who is pious or not

only Allah decides this
2 common examples: the sister who wears the hijab could be forced by her parents and she is only wearing it for the sake of her parents. OR: the sister who doesnt wear hijab intends to but it is a hardship for her and wants to do it fisabilillah.
its really about your intentions though
