Free Photoshop?

Im looking for a free photoshop program or something similar.. that has the basics; something that i am able to change eye colour with. thank you.

The GIMP is an excellent suggestion, but can be a challenge to learn.

Want something that's also free, and easier to learn and use?

Try Paint.net, PhotoFiltre 6, or maybe Picasa. They all do what you want. Google for them.
