If you are law enforcement you call it in to dispatch, and they tell you.
If you are a towing company, with actual possession of the vehicle and a need to notify the owner of that possession, you fill out the paper work, pay the fee, show your business license and they will print it out for you.
If you are an insurance company with a claim against the vehicle, as above, paper work and a fee leads to a print out.
If you are not any of the above categories, it's restricted information that you can not get.

You can't only the police and a few other intersted parties can.It is protected information under the data protection act.If you think someone has hit you're car there's nothing you can do with this information other than to pass it on to the police

You can if you know how ,but no-one will tell you on here if they have any sense.My advice is to have a chat with a policeman and see what he /she can do for you,some will make the enquiry to the licence office if they think the circumstances,or your friendship warrant it.Best of luck,but be very careful using it to trace someone to get revenge for a traffic incident.
