Where do you live? Cause I lost one. I live in Philadelphia. Oh, and I don't suggest bringing it to a shelter. Post a "found" ad on www.911parrotalert.com and other websites like www.birdsnways.com and in your local craigslist. Also be on the lookout for lost bird flyers.
Email me and tell me if it was found in Philadelphia or its surrounding suburbs.

Be careful if you post an ad, make sure that the people who answer it can describe the bird, and are not trying to take it just because they can. You can post an ad that simply states FOUND: COCKATIEL but do not put any descriptive information on it. You can post ads at any pet stores in your area, and craigslist is also a good option. If you are unsuccessful in finding the owner of the bird, you can take it to your local pet store and they should be able to help you find a home for it. Stores like Petco are able to adopt out homeless pets and find them good homes.

Yes, I agree with the first answer, but, I have a little bit to add on to that:
You try to get the bird in a little carrier (or small pet kennel), and take him to your nearest ASPCA place, or, anywhere that will take him. See if he is missing. If so, then, they will be able to help you. If not, they might take him, or, possibly give him back to you, to keep. Either you can keep him, OR, you can keep him until you search the web, your local bird vet clinic, and anywhere else, for missing bird signs.

ahhhhh, I have a cocktiel and she is very sweet. But I guess it all depends on the bird. More than likely, if you are straightforward and direct with them and put you finger at his/her feet and say "step up." They will normally just...step up on your finger. But if your going to be cautious and scared he/she will likely try to bite. If your scared, have someone turn out the lights as you grab it with a towel, and put it gently into a cage and bring it to the humane society or the vet. They should be able to help you.

Give it something to eat maybe (sunflower seeds). I wouldn't try to catch it because it might panic and it will settle down just fine if you leave it to it's own devices.
