Depends on what you mean a decent price is, most pet quality go for over $125.
Have you tried googling 'siamese breed rescue Chicago'? Breed rescues are good places to get a cat from. Petfinder works too, as does Craigslist. However kittens at Christmas are going to be hard to find.
Make very sure the person wants a cat, this is a 18-22 year commitment with a Siamese breed.

Pets as gifts are a bad idea, in general. How about you give the person a "gift card" for a siamese cat, and then y'all choose one together after the holidays? Cats really do choose the owner more often than the other way around....
