Some of it all. Everybody has the same basic drives--to survive, to get companionship, love, physical satisfaction. But every society handles those basic drives differently. Heres an example, in some of the south Pacific islands, it is totally OK for women to walk around in public in bare breasts, but they must cover their ankles. Whats OK for a man to say or do in France is not OK in England or Japan. We learn as we grow up. I find Mexican men truly macho, but in a good way. French men are fun, Italian men are really fun, Israeli men are deep intellects but rather fun, Japanese men are rather restrained but often cut loose after drinking a bit too much. Like I said, it varies culture to culture.

Not sure in what context you mean but if you're asking as a woman how we find foreign men. It depends entirely on culture and country. Some cultures and countries men make me very uncomfortable and I avoid them, others are not a problem.

Middle Eastern/African men stare openly and I find them extremely rude but I think it's normal in their culture so I just ignore them.

Depends on where they're from. I'm American, and I find English and German the most attractive (after American men, of course).

In my experience, middle eastern men are the "strangest". I think they look at American women like whores because we're so completely different from what they're accustomed to.

I've found that African and Caribbean men are the most jealous and possessive men in general.

technically, my husband is foreign (been in the US since he was 6), but then.. so am i (US since i was 11). our shared immigrant experience assists our relationship

it depends on his/her nationality. Some are realy weird, others are freaks (im sorry, i wont name any nation), some are so sexy! They are all different and i do like this diversity;))
