You could, but the other ingredients like soy, other sauces are used to tenderize the meat, as well as add flavor. Plus the water will all cook off during the cooking process, giving the meat more of a boiled effect.

This would not be advisable to use a water and spice only marinade. You generally use lemon juice, fresh crushed pineapple, yogurt, honey or apricot jam for bases as thy increase the taste and the have a tenderizing effect on the meat. If you use pineapple just dilute it or do not leave it in there too long as the pineapple is a very strong tenderizer. Here is a link for some recipies.

yes you can but chicken will be more flavorful if you omit the water. Chicken itself already has a high water content, marinating it in more water will just dilute the flavor of your spices.
