Yes it is illegal. I agree with Anne2, but by all means, don't flush them if you are on a septic system. Some meds can kill bacteria helpful in maintaining a balanced septic system.

After my Mother died, I was left with many almost full bottles of her blood pressure meds. I would have liked to give them to someone taking them. I mean some elderly people, have to decide if they are going to take the medication or eat.
So I asked my druggest and he looked at me like I had grown an extra head.
Then I asked at the local senior center, and the people there who ran it, said that was not legal.
Personally I do not see why I could not take them to the druggest and get some money back, but the druggest said, they could not know if someone had handled the medication.
And I did not see why, I could not give them away to someone else who was taking the exact same thing.
But I did not want to get in trouble, so I flushed the tablets away and put the empty bottles in the garbage.
Sorry dear.

It's against the law for pharmacies to accept returned medications. Once they leave the counter, they can't come back. It's a safety issue. I don't know how you have handled the medications. If you've been storing them in the bathroom, they degrade faster. Also, we don't know if they've been adulterated, i.e. cyanide in tylenol.
It is also against the law for a prescription medication to be transferred to another person.
