i am 63 yrs old and have found out that i have severe arthritis in both hips and need double hip replacement surgery..i have no insurance and wondered if i could get early medicare?? is this possible ??

Sorry but I don't believe so. From various sources on the web (couldn't find one federal source - go figure), it seems you are entitled to Medicare under age 65 ONLY:

if you have been getting Social Security disability benefits for two years (waiting period waived if you have Lou Gehrig’s disease - ALS) or if you have end-stage renal disease (kidney failure) requiring dialysis or transplant.

apply for social security under the disability option to become medicare eligible before age 65

If you get Social Security Disability, you would have a one year waiting period.
Check out SSA.gov. You'll get your answers there, or medicare.gov.

Only if you are disabled or have certain diseases. Pretty much, you don't qualify.
