There's this complicated way to typing accents using ctrl+(number) but I find that way to tedious. You might want to try using the United States International Keyboard Layout. To enable it:

1. Go to Start Menu
2. Go to the Control Panel
3. Go to Date, Time, Language, and Regional Options category
4. Go to Regional and Language Option
5. Click on the Language Tab
6. There's this section that says "Text services and input languages" Click on Details.
7. Another window pops out but just go to Add... in the "Installed services" section.
8. Click on the checkbox that says Keyboard Layouts/IME and on the list select "United States International" Click Ok.
9. United States International will appear on the list in left. If you plan to be using accents a lot, I'd recommend probably removing US from the list by highlighting it and clicking remove. You'll end up having to keep switching between layouts for every program.
10. Apply the settings.
10. A little box will now appear on the right side of your taskbar that says EN. Whenever you want to type an accent click on the keyboard icon and go to United States International. It switches to the default US when you switch programs unless you've removed it.

Accents are made like this.
-A singe quote ( ' ) plus a vowel makes an accute accent. á é í ó ú
-A double quote ( " ) plus a vowel makes an umlaut. ä ë ï ö ü
- a grave accent ( ` ) plus a vowel makes a grave accent. à è ì ò ù
- A caret sign ( ^ ) plus a vowel makes a circumflex. â ê î ô û
- A tilde sign ( ~ ) plus a vowel or some consonents. ã õ ñ

Besides that you can also play around with the right alt key. Hold the right alt key and press any letter on the keyboard. It comes out with other accented and special characters as well.

Refer to this chart while hold the right Alt key.: http://img262.imageshack.us/img262/6954/keyboardrightaltunshiftaf6.gif

The only thing that's a bit annoying is that if you keep it, you have to type a space or a consonant after typing ' " or it'll make your vowels accented.
