You could get a trespassing citation. Many dumpsters have signs on them. The main problem is that there are people who throw stuff out and leave it on the ground when they get what they want. This causes work for the dumpster renter. Some people actually get broken stuff from a stores dumpster and try to refund it.

In California..once it's in the dumpster..it's considered the property of the reclamation center and any removal of trash is illegal...there are 2 reasons for this..1 is the safety issue..people have been known to be crushed to death when the trash driver doesn't see the person and the recyclables belong to the city and reclamation company.
This includes going through peoples trash in front of their homes.

in norman oklahoma anything is possible.
for boxes , talk to your grocery store manager . ask them to save canned food boxes and produce boxes. Banana boxes specifically are nice for lightweight household items . linens / towels / tupperware . Line the boxes in gift wrap tissue and then wash all items after your move. They will usually save you a couple car loads . any obstacles with the grocery store manager .. deal with the produce manager directly or deal with your guys on the dock directly . five dollars, a handshake and a smile go a long way.
seriously though .. norman OK is more or less a one horse town .

Short answer is YES, they can, the real question is can they convict you of a state statute or local ordinance violation. That is hard to answer, each jurisdiction has different laws or ordinances.
some charges that could apply, Trespassing, Disorderly Conduct, Obstruct and delay a public Officer.
The best thing to do is ask for permission to collect the boxes first.
