they are descriptive terms that now have a negative connotation associated with them. Why can you not say fat, but you can say heavy. It's the same thing. But ugly, I don't think there is any gentle way to say ugly, other than unique looking.

Even if the person is overweight and not your type of person, this doesn't mean you can use the words 'fat and ugly'.
It is negative and derogatory and just brings trouble. Why not take a few deep breaths and forget about it?

"Ugly" is definitely a bad word.
"Fat" can be derogatory; but some overweight women are accepting of the label "Fat", and they celebrate it.
But as a general rule--NEVER use the term "ugly" or "fat" in public, espcially in the workplace, in social settings, and even at family holiday get-togethers. Some person WILL be offended, even if you are not talking about them. And they will think you are an obnoxious, mean human being who has the maturity of a 4 year old.

It depends on how they're used.
You should trim the fat off that meat.
They were in an ugly custody battle.
vs.
DAMN! You fat and ugly. That pork chop momma hung around your neck was so the dog would play with you, not for you to eat!

It depends on how they are used. It would also depend on how sensitive someone is, and how insensitive the person saying it is.
Some people will tell you that they themselves are fat and ugly, and others are insecure about themselves and freak out if you even hint it.
It depends on the person, but I would avoid using those terms to describe people just to be safe.

As for ugly--that is a personal opinion and is derogatory. As for "fat"...considering I'm a *reformed* fat person (gastric bypass surgery) I'd say that alright, as long as it's another "fat" person telling them they're fat...

Uhh, I loathe the word 'ugly'. Thank you everyone who went to school with me! You've officially killed my self-esteem by calling me that!
Yeah, I know I can't win 'em all, but come on! You don't do that!

DEFINITELY NEGATIVE AND DEROGATORY. TREAT OTHERS AS YOU WOULD LIKE TO BE TREATED.
OVERWEIGHT AND UNATTRACTIVE IS BAD ENOUGH.
