No ticket means no state license record, that said, each department keeps its own records for vehicle stops, calls for service, and dispatched calls. So there is a record of the stop but its for that agency's statistical records and not reported to the state or national level. The insurance company's work off of the state drivers license records so No Ticket means No Record the insurance company can locate.

No, you got lucky and ran into a nice guy. Most cops will give you a warning if you're respectful and not, you know, a drunk, and if your record is okay. Some are jerks, just like civilians. However, if this same cop pulls you over, he'll ticket you. You gotta know this about the law: if there is no paper trail, it never happened.
