if there are children in your neighbourhood who are found throwing things from his or her balcony ,which eventually land upon the pedestrians walking down the street, how do we approach their parents to explain them that their children's behaviour needs correction? How do we talk to the parents about their kids without offending them?

TELL THE PARENTS VERY DIPLOMATICALLY, THAT YOU WERE WALKING DOWN THE STREET AND THE CHILDREN WERE THROWING OBJECTS OFF THE BALCONY AND SOMETHING STRUCK YOU IN THE HEAD. IT WOULD HELP TO HAVE ONE OF THOSE OBJECTS, THEY MIGHT ASK WHAT THEY WERE THROWING.
JUST SAY, " I REALLY THOUGHT YOU SHOULD KNOW BECAUSE SOMEONE COULD GET REALLY HURT"
THEY WILL PROBABLY HANDLE IT FOR FEAR OF REPERCUSSION.
IF YOU ARE ACCUSATORY, THEY WILL JUST GET DEFENSIVE, AND IT WILL START AN ALL OUT WAR....

hmmmm
dont say to them that thier behaviour needs correction
say politely to them that your head needs protection
anyone can be hurt by what the kids are doing ..so just tell those kids' parents that thier children are doing this and it might hurt someone and can land them also in trouble..they cant be so foolish that they wont understand

I would give the benefit of doubt to the parents, and inform them diplomatically that their children by mistake threw something and you wanted to return it. If it happens again call the authority.

a kind and diplomatic approach is required to their parents...if yet this doesn't work then, you need inform the police, if yet this doesn't work then start embarrassing the parents...for details, pls watch Lage Rago Munna Bhai

call the police, and let them deal with it, or if it is an apartment complex, inform the apartment management.

if you think its manageable and you can handle it... it's worth a try... you can just say it to the parents nicely. and if it doesn't work... then call the authorities..
