Can someone identify for me this language?

I think it's thai but I used a web/text translator from thai - eng bu it didn't translate.

Also, additionally could someone tell me how am I supposed to download that file?

The website also says that your file is not

That's Russian
The first trick is to look at the domain for the internet address, in this case it ends with 'ru' which stands for Russia,

getalbums.ifolder.ru

it does not necessarily mean that the language will be in Russian, but there is a high probability, since it is registered as Russian site.

Second thing, the letters are in Cyrillic, many eastern european countries use that.

I myself can't read Russian, however I know what is Cyrillic when I see one. Even though I don't know whether it is actually in Russian, Croatian, or anything else.
