Not all men are so obvious about it. The website for Milwaukee's Best Lite Beer (www.milbestlite.com) used to have this hilarious online game where you could control one guy's head angle and length of stare at the chest (clothed with cleavage) of the big-breasted girl sitting next to him. She was smiling but on alert and you'd get slapped if you stared too obviously or for too long. Cracked me up! I got slapped many times playing that game.
The women who get breast enlargements or who wear tight fitting tops and show lots of cleavage WANT attention to that area and if they get mad at guys who look, then they have their own selves to blame for flaunting it.
Some guys can't help themselves from looking.. I've only been that way a few times when the woman was spectacularly attractive but even then, I tried to be discrete but was amazed at the power her presence had over me.
Men don't have such obvious things to show off so ladies have the edge on us in that department. I think males are also taught to be the aggressor and more sexually outgoing so being obvious carries fewer penalties.

Not all guys show when they are looking. Some are just not good at hiding it or just time it bad...is it's not on purpose. Some guys don't care, though, with the thought of 'if she is gonna show them off..I'm goona look'
