If your boyfriend is on parole then NO. If he is recently off of parole, then he should check in with his parole agent for recent changes in the law.
If your boyfriend has a valid drivers license and a passport and has no restrictions on his person as set by the court system, then he can cross into Canada.

I wouldn't risk it.

Drunk Driving or other Criminal Record

Anyone with a criminal record (including a drunk driving conviction) may be excluded from Canada. A waiver of exclusion may be issued but several weeks are required and a processing fee must be paid. Contact the Canadian Embassy or a Canadian Consulate in the U.S. or use the link below for more information.

My son and a few of his friends took off for Montreal one day last year....there were 5 of them.... they get to the Canadian Border just outside of Montreal and they had to leave one friend behind or turn around and come back home... they actually LEFT HIM BEHIND and his MOTHER had to come and get him because the kid had served time for a DRUG felony (possession) a few years earlier... SOOOO, leave the boyfriend behind or leave him at the border but he won't be getting into Canada

No. 5 years needs to have passed since the end of his punishment. So, if he got no time and no parole, he can start thinking about it after next year.
