Get your birth certificate to know what is your citizenship on record. If you want to change your citizenship, you have to apply for naturalization to become a UK citizen.

Since you're 21 (you're born after 1983 when the 1981 Act came into effect) you're automatically British via descent.

You just apply for a passport. For this you are going to need your full birth certificate, your mom's birth certificate (as she gained her British citizenship via being born in the UK).

Don't worry about the naturalization process/ citizenship test. You don't need to take it. You're a Brit via mom (half English). You just need to formalize it and make it legal.

You can easily do it in the states by contacting the British embassy. Left you a link to it.

Your birth certificate usually only tells you were you are born, parents and their occupations as well as their place of birth (and where they live at the time of your birth). There are some exceptions such as Singapore which will state the nationality of the parents at the time of the child's birth and whether or not the child is a citizen as a result.

i misread your question.......
since your mother was born in the UK did she have your birth transcribed in an UK embassy in the US?
UK citizenship can be acquire trough a mother or a father :
Adult aliens could acquire BS/CUKC status by naturalisation, but Commonwealth citizens and minor children were eligible in certain circumstances to acquire it by registration. Women who married CUKC husbands after 1 January 1949 had an entitlement to be registered as CUKCs themselves, subject only to the productions of evidence of a valid marriage.
# In general, since 1 January 1983, it has been possible to acquire British citizenship automatically:

(a) by birth in the UK to a parent who is either a British citizen or settled in the UK under immigration law;(c) by birth outside the UK to a parent who is a British citizen "otherwise than by descent";

(d) by birth outside the UK to a British citizen parent in Crown, Designated or European Community service.#
please click on the link below to find the nearest UK consulate in the US, for that is where you should address yourself for citizenship of the UK :

you will need your birth certificate, your parents, their marriage license ,
the rest of the details will be given by the consulate ,
about the test? yes there is one, i am putting a page found on the internet :

come back if you need more help?perhaps you could go to your local library and see if the book may be at your disposal?
or purchase one?
