Yes it could be done. My preference would be to wrap the cast iron pipe with a cushioning material first, such as thin foam rubber. That way when the exterior of the pipe rusts and swells it would not crack the concrete.

You need to consider the cross section of the column and be sure to specify a concrete that can flow between your pipe and re bar so that there are no voids left.

It's dangerous to cast a cast iron in a concrete column. Concrete once fire is applied for two hours can no longer be used as it affects it's strength. You may use plastic pipes for downspouts.

It could be done but your concrete would be damaged by the heat.
