I heard it was a figure of speech used to describe when someone is hesitant in doing something, it could be for a number of reasons. Laziness, unpreparedness, fear, etc. For example, let's say you are scheduled to paint your house this week, but you know it's going to be such a long, and hardworking task, so when the time comes when you need to move your furniture so you can paint the walls you end of postponing it as much as you can. You tell yourself things like "oh I'll have lunch first and then I'll move the furniture". After lunch you still don't want to do it, then you friend calls and asks if you want to hang out, so you tell yourself again "oh I'll go see a movie and when I get back tonight I'll start moving the furniture, and we'll start painting the house tomorrow". It usually goes on this way until the last possible second when you absolutely have to do it. That's called dragging your feet. I was told that when you have a task like this to do, you should always do the hardest part of the job first, the part that you least want to do. They say after you do the hardest part and get it over with the rest is simple and easy. They said that if you don't do the hardest part first then subconsciously you drag your feet because you are trying to avoid having to do the hardest part, so they say just do it first and get it over with.

As an expression, it means you are finding excuses to not do something you find unpleasant.

My wife is "dragging her feet" about scheduling another mamogram.

I "drag my feet" about making dentist visits.

My daughters boyfriend is "dragging his feet" about popping the question.

It means moving very slowly on purpose. Usually to delay something that someone doesn't want to do.
