I think a beer a day is the generally reccomended guideline for people who do drink. Although it's actually 1-2 drinks per day, depending on gender and weight. If you drink the type of beer I do, 2 drinks is 1 beer ;)
Alcoholics have an addiction, an illness. They can't exist without their booze, and I don't mean that in a good way. When alcohol affects daily life -- your job, your family, etc, then you are an alcoholic. If for some reason, 1 beer had an adverse affect on you, say you became very violent even at this slight amount of alcohol, and were violent towards your family, then you would be an alcoholic even though your consumption is usually considered non-harmful.

Most doctors would not consider one beer a day an alcoholic. I can't tell you if it is or is not. Only you can say that. If you NEED that beer you may have a problem. If you beg, borrow,steal or do anything you have to to get that one beer then you have a problem. An alcoholic is usually one that drinks alot of alcohol to the point of blacking out or passing out on a daily basis. They also lie about the amount they drink. It destroys everything in their life.

No. An alcoholic is someone who requires a drink to make it through their day. If you can't go to sleep at night or get out of bed in the morning, you're an alcoholic. If it causes problems at work or in your family, you're an alcoholic. If you enjoy having a drink with dinner or with friends after work, you are not. Even if it is ever day.
