Do some people just have it naturally or can it be learned?

It's in the ear - you have to be able to identify the sound. You can train for it with a voice coach.

I play the piano and sing and my piano teacher can see that I have a "good ear". Having a good ear means that you can pick up pitches and tunes really well right after you've heard it been played once and you've practiced the notes and musical terms so much it just kind of becomes natural to you to find the harmonies of songs. Like I can just pick out the harmony to about any song I hear just by hearing the melody. It's hard to explain. But my piano teacher says that the reason I'm so good at dynamics and just playing songs the way I do is because of my singing abilities and my voice can tell me what to do with my hands to make it sound cool. So......in a way....at least for me...my singing just kind of came to me...but you still have to practice a lot to get good....or at least attempt to get good. And sometimes singing can be learned if you get help from a really experienced person and they're teaching you all you need to know....

Both.

Some people are innately able to hear pitches and sing them back, while others have to work on it. Chances are if you reaalllly can't do this and training doesn't help, you are tone deaf, and unfortunately...there's not much to be done for that. If you really want to improve, you can take voice lessons and music theory classes. Over time, your awareness of key and pitch will increase, and staying in tune will come a lot more naturally.
