Those who have said Iraq has been a democracy for a couple of years are correct. A democracy does exist in Iraq at present.
But if you mean a stable, functional democracy, one that doesn't need constant oversight, it'll be some time. We've been at for over 200 years and we still haven't quite gotten it down yet. We have tons of oversight committees watching what our politicians are doing... kind of like the foxes watching the chickens.
If you mean a democracy that is friendly towards the US... that remains to be seen. Of course we hope the Iraqi government will be our friends and supporters. But whether it is or has to be up to the Iraqi people. That's what this exercise is all about.
If you mean a democracy like the one we have in the US, possibly not... ever. The differences in our cultures... our history, our population base... practically precludes it.

In Iraq as a whole a lasting democracy is near to impossible! The people of Iraq are not one nation but consist of three ethnic groops:The Shiites in the south, the Sunnis in the center and the Kurds in the north. These groops are so different from each other, that they will never get along with each other in a democracy with one governement.

Absolutely not! It will never happen! I minored in Middle-Eastern studies in my first degree. I speak Arabic, (Egyptian) as well as any Arab. My late wife was Egyptian. I was an American Embassy Marine in Lebanon and Cairo for a number of years.
Could you live under a communist regime. Or a theocracy. Of course not. There is nothing in the history, the language, or the religion that will encourage the Arabs, any Arabs, to accept democracy.
And that's OK. They don't have to. We call many of the Arab countries fascist, implying that's negative. But it has worked for them. Don't get it confused with Hitler and Germanic fascism. Read Raphael Patai's "The Arab Mind", and you will get a better idea of how these people think.

i do no longer think of we went in looking forward to iran to be the bastards that they r being ideal now. who might have expected that the iranian human beings could choose for a Revolutionary Organization 17 November to steer their united states. The plan became to take out the authentic terrorists of the international; saddam hussein, osama bin weighted down, al-zarqawi. as much as date we've dealt with 2 of the three important terrorist leaders and osama is fantastically a lot ineffective ideal now. SO the subsequent step could be to slowly start up taking the terrorists out from the main centred factors and moving outward till terrrorist strongholds r eradicated and u merely have little scattered communities left (we for sure cant kill all of em). Then the terrorists would be like a collection without chief and could merely cave in. merely supply it it sluggish, i think of u will c that there is a project in Iraq and that as quickly as we win, the international would be a a lot safer place to stay 4 all and sundry. we wont be there one hundred years. i think of we are able to do it in approximately 5 and function the ME in a secure state and able to shield themselves.

Iraq will never become a democracy because they have been under a dictatorship for the past 12,000 years. It is the way things have always been. It is the way things have always worked.
