Just wanted to know. I have a permit, and I'm over 18.

You do NOT have to have a license or insurance to buy a car, if you are paying cash in full.

If you are trying to get a loan to pay for the car, ALL lenders REQUIRE you to have full coverage insurance
You have to have a license & insurance to drive the car alone.

by the way-
I have a customer who buys cars all the time. He doesn't have a licence because he doesn't drive.
He DOES have a person who drives him everywhere. It is called a chauffeur...the driver has a license & the car owner insures anybody that drives his vehicles.

It all depends. If its from a dealership you might stand a chance because you're over 18. But if it is from a private seller it might be possible. You have a better chance buying a car with no license at 18 than some one with a license under 18. The only thing that might stop you is insurance.

You do not need a driver's license to buy a car but to tag and license the car, and insure the car, you do.

These people are all incorrect. One has to have a license to purchase a car because one has to have insurance to purchase a car. To purchase automobile insurance you would have to have a license. You may be able to get insurance with a permit but that would be the main problem. Have your parents put you on their insurance and do take a driving test and written test and get a license. Problem solved. Even if you do not drive it you still have to have insurance to get it home. A permit requires you to have a licensed driver in the car over 21.

I have a international license, I just moved to Connecticut from on other country I m an American citizen, can I purchase a vehicle?

no but you would need a license person with you

It depends if your parents co signing? Then no, if you have a cool dealer no but otherwise yes you do.
