I already unlocked the toolbar; I already tried to align by dragging cursor once the arrows appear; I also did a system restore to before problem occurred. I managed to move the toolbar (including the start icon) from vertical right display to horizontal top of screen displaybut can't put it back across the bottom.

Unlock and move the taskbar

Once you unlock the taskbar, it's ready to move to any horizontal or vertical edge of the desktop.



Taskbar

To unlock the taskbar
Right-click an empty space on the taskbar. If Lock the Taskbar has a check mark next to it, the taskbar is locked. You can unlock it by clicking Lock the Taskbar, which removes the check mark.

Note
To lock the taskbar back into place, right-click an empty space on the taskbar, and then click Lock the Taskbar so that the check mark appears.

To move the taskbar
Click an empty space on the taskbar, and then hold down the mouse button as you drag the taskbar to one of the four edges of the desktop. When the taskbar is where you want it, release the mouse button.

the easiest way is to stretch the tool bar out. left click and hold on an empty spot, and back down. if you want, you can lock the task bar in place so this wont happen on accident again by right clicking an empty part of the task bar, go to properties, and check the lock the task bar option. you could also drag the toolbar to the top and have a mac look if you wanted
