If your brother-in-law is a pro cyclist, he probably gets most of his cycling gear from sponsors, so I doubt there's much in the way of cycling gear that he really needs. I'm a cyclist who has more cycling gear than he needs, so I'm going to make a different suggestion:

Try a place like REI.com, where the cyclist in your life can get all sorts of different gear...outdoor clothing, camping stuff, footwear, etc. My wife's parents got me a gift certificate there, and I loaded up on Smartwool socks...something I love but don't generally have access to good deals on working at a bike shop.

A lot of on line shops do not do gift certificates. In fact, non of the good places tend to, since anybody large enough to warrant gift certificates tend to be people like Walmart. Have a read of some of the comments on this site regarding Walmart bikes and you get the idea.

So, rather than a gift certificate, perhaps you could ask us what would be a good cycling present, given a certain budget. However, usually things like clothing would be nice, since this stuff gets hot and sweaty, its always nice to have a change of kit.

You might also look at seasonal kit. Since we tend to like boys toys, you might also look at Park Tools, for a nice multi tool. My advice to you - find out what type of riding he does and then go to your local (Decent) bike shop and get advice.

I would make sure that he isn't loyal to a shop in his hometown first.
My husband is an avid cyclist and always buys from the locals, nothing online!
