God's Son, Jesus.

This identity of Jesus Christ as Immanuel did not mean he was the incarnation of God, ‘God in the flesh,’ which proponents of the Trinity teaching claim is implied by the meaning of Immanuel, namely, “With Us Is God.” It was a common practice among Jews to embody the word “God,” even “Jehovah,” in Hebrew names. Even today Immanuel is the proper name of many men; none of whom are incarnations of God.

To me the answer is unclear whether it applies to either. There are two occurrences of the name, both in Isaiah. Isaiah 7:14 identifies only that a child will be born of a maid and the father is not identified. The name, "God with us", and that the birth is given as a sign implies that the child is the son of god.
The first verses of Isaiah chapter 8 identifies the circumstances specified in chapter 7 which are to accompany the birth of Immanuel in reference to the birth of a son called Ma-her-shal-al-hash-baz which Isaiah was ordered by God to record. In verse 8 the use of Immanuel seems to refer to the God of Judah/Israel.

These verses are held by Christians, from Paul and the author of the Gospel of Matthew onward, as a prophesy of the birth of Jesus. Non-christian scholars by and large hold that the prophesy is clearly fulfilled in the birth of Ma-her-shal-al-hash-baz to "the prophetess".

Immanuel is applies to Jesus Christ not to God, It means "God with us" but that's the extent of it.

Åccording to Isaiah 7:14 Look the maiden herself will actually become pregnant and she is giving birth to a son, and she will certainly call his name Immanuel.
She gave birth to Jehovah's God Son, sent down from heaven and placed in her womb by a miracle of God.

Emmanuel means "God with us".........and that described Jesus Christ to a tee

Isaiah 7:13-15 Then Isaiah said, "Hear now, you house of David! Is it not enough to try the patience of men? Will you try the patience of my God also? Therefore the Lord himself will give you a sign: The virgin will be with child and will give birth to a son, and will call him Immanuel. He will eat curds and honey when he knows enough to reject the wrong and choose the right.
