while driving the spot light should be pointing downward and off. (beam if left on can burn the paint and or cause a fire. have seen both done)

when patrolling in a neighborhood and the sport light is to be used to assist in a fine tone search, do not shine the spotlight at house, but along the nape of the ground.

I guess I don't really understand your question so I'm going to answer it the best I can.

Whethere idle or moving, the light should be facing inward. When being used, it should be facing outward and used in a sweeping motion.

Inward to protect the lamp from being broken by debris.
BUT if your using it, you want it to face the way you want lit up.
