I bought a lot of 80 such books on eBay for about 40 bucks. There are tons of toddler books there.

This is a very halloween book but it pops into my head right away.
"The night before Halloween" It is very bright and cheery, and it is all rhyme (it is the night before christmas story changed to suit halloween). My son LOVES this book and has me read it over and over.
I will edit my post after I look through his book collection for his favorite rhyming ones

these are all step 1 books that my neighbors kid reads with help and he is 4.
Uh-oh! by R. Schuyler Hooke is an easy book to read.
Dragon egg / by Mallory Loehr is also any easy book.
Old, new, red, blue! / by Melissa Lagonegro is also easy to read.

"The Runaway Pumpkin" - by Kevin Lewis...Best for Halloween but would still love it anytime.
"My Truck is Stuck" - Daniel Kirk and Kevin Lewis

Chika Chika Boom Boom is a classic. ^_^ Any Winnie the Pooh book is brightly colored and they rhyme.
