What you're really asking is why evil exists. Not man-made evil, like poverty, but things like tsunamis, predatory animals, and disease.
For a couple of millennia now, they've been asking that question in one form or another, and the answer is still: we dunno.
But the whole book of Job in the Old Testament tackles the problem. The answer seems to be that God has reasons for setting things up the way He did -- reasons we don't have the mental capabilities to understand yet. Maybe we will understand in heaven. If you're really interested in that branch of theology, it's called "theodicy." Google it and you'll find lots of information... but no clear answers.
But to answer your question: no, poverty is NOT a punishment from God.
Poverty and all injustice comes from the bad choices people make via their free will.

Firstly, God created good and evil(Isaiah 45:7) so that we may "choose life". Without this, there would be no virtue and no free-will.
Bad things happen(non-natural) when we don't obey Gods laws. Why are people poor? If they are in America it is probably because they made bad decisions throughout life that got them where they are today(with some exceptions).
Poverty in other countries is a bit different. Most represented in third-world countries, it is largely due to corrupt dictators that desire power and money over the prosperity of their own country.
God doesn't really directly punish us on earth for not obeying His laws. He allows the natural laws(that He created) to do that for Him.
Example: If you lust after food and become obese due to your lack of self control, you will have a very poor quality and quantity of life. God didn't need to tell fat cells to start forming in your arteries, it was built in to the system He created.

I don't think poverty was created by God...poverty could be a result of man's arrogance and ignorance....The devil was an angel in heaven...that turned bad...because he want to be God...

When He created good, He also brought forth bad. It's hard to create a left without a right. This static "not good" influenced Lucifer to turn into evil. He is the one sowing poverty and suffering, not God.

God created the angels, including Lucifer. Lucifer rebelled and became the archenemy of God, the Devil. Poverty is simply an unavoidable fact of an unperfect life.

First, good and bad are often in the eyes of the beholder. God also creates events that we see as bad, but are necessary for our good. He also created Lucifer, an angel, who conspired against God and was thrown down from heaven.

If you remove point of view, then everything is as it should be, and good and evil do not have independent existence. It is essentially the eternal problem of Man recreating his world in his mind so that he may understand it. The understanding will always fall short.

This is easy...
Everything God created was perfect...when he created it.....kinda like your new car....
But once sin entered the world, all bets were off...
What you are seeing now is just the natural effect of de-evolution...the rotting away of perfection...every day we are further and further away from where we were
You didn't buy that trash heap you are driving...you bought a new perfect car...it just...somehow...when no one was looking...over time...mutated into that piece of junk. That's what is happening to our world....The Devil has it now....but God will one day have it back...and Perfection shall return. Will you be ready for that Day??
